Tennessee law requires pet owners to provide their pets with adequate food, water, and shelter, as well as medical treatment to prevent suffering. State law also prohibits cruel treatment to animals. The Oak Ridge City Council adopted Animal Ordinances in August, 1999 that detail the rules for the registration of dogs and cats, rabies control, cruelty to animals, noisy animals, impoundment of animals, improper care of animals, reporting animal bites, and vicious dogs.
